All Politics Are Local, Until There's a Foreign Megaphone: How State Actors and AI Slop Are Amplifying the Homegrown Data Center Revolt

Foreign state media, covert influence operations, and AI-generated content farms are layering atop genuine local opposition to U.S. data center construction, turning a homegrown infrastructure debate into a foreign-amplified fracture point ahead of the midterm elections.

Executive summary

Alethea has identified coordinated campaigns from Russia, China, and, to a lesser extent, Iran that amplify legitimate local opposition to data center construction across the United States. The opposition itself is real: polling shows meaningful public resistance to data center projects, cutting across traditional political lines, with multiple high-profile projects already blocked or delayed over power consumption and water usage concerns. Foreign state actors did not create this grievance. They found it, layered state media narratives on top of it, ran covert fabrication operations beneath it, and let AI-generated content farms scale it.

The analysis, conducted through Alethea's Artemis platform between January and June 2026, documents a three-layer structure:

  • Overt state media. RT, Portal Kombat sites, CGTN, China Daily, Global Times, and Iranian outlets Mehr, Fars, and Press TV pushing anti-data-center narratives, roughly 700 mentions across Chinese, Russian, and Iranian state-run media in the period, an average of about four per day.

  • Covert operations. Storm-1516, a prominent Russian influence operation, fabricating stories against specific facilities on spoofed tech-news domains; Rybar, a pro-Kremlin Telegram channel linked to a U.S.-sanctioned Russian industrial conglomerate, framing the buildout as a burden on ordinary Americans.

  • AI slop at scale. Anonymously operated Facebook groups run from Bangladesh under localized names like "Life in Oklahoma" and "Only in Montana" sharing AI-generated anti-data-center imagery, and TikTok accounts publishing near-identical AI-narrated "breaking news" videos following financial-content-farm templates.

The convergence of real grievance, local stakes, visual drama, AI-native virality, and electoral timing creates conditions for material disruption to infrastructure projects and governance processes. The playbook is repeatable across infrastructure sectors.

The foundation: real, homegrown opposition

Foreign amplification works because the underlying opposition is authentic. Surveys indicate Americans oppose data center projects in their own communities, and the concerns driving that opposition, electricity prices, grid strain, water consumption, are grounded in genuine local trade-offs. This opposition is bipartisan, organized, and effective: multiple high-profile projects have been blocked or delayed by local action.

That authenticity is precisely what makes the issue attractive to foreign operators. As Alethea documented in the Pharmaflage investigation, the most sophisticated modern influence operations do not oppose American grievance, they merge with it, attaching state narratives to outrage that is already moving through the platforms.

Layer one: overt state media operations

Russia

RT published segments with titles such as "Is resistance futile: Local communities take the fight to high-tech data centers," framing the U.S. buildout as an unsustainable bubble. Portal Kombat, the Russian-linked network operating hundreds of sites in multiple languages (documented by France's VIGINUM in 2024), published claims that "hastily built techno-warehouses are stealing fresh water" from American communities. Pro-Kremlin accounts circulated thermal-camera footage emphasizing the heat output of operating facilities.

China

Approximately 46 Chinese state media articles pushed narratives framing China's compute infrastructure as successful while U.S. efforts fail. English-language outlets including CGTN, China Daily, and Global Times ran pieces with headlines such as "AI boom sends electricity bills in US skyrocketing." One Chinese state outlet published satellite imagery of a data center in Gainesville, Virginia, writing in English that AI development posed a threat to Americans' physical and financial well-being. Domestic Chinese outlets on Sina, Sohu, NetEase, and Tencent amplified the triumph narrative for home audiences.

Iran

State outlets Mehr and Fars tied data center expansion to pollution concerns, framed the buildout as militarization with claimed links to Israeli companies, and characterized local resistance as evidence of U.S. administration failure.

Layer two: covert operations

Storm-1516, a prominent Russian influence operation, ran fabricated narratives against the NVIDIA-powered Firebird data center in Hrazdan, Armenia. One fabrication alleged a "magnitude-7.4 earthquake within 35 days" and was hosted on a fake TechCrunch domain. A second claimed the facility's power infrastructure could not support operations, published on an imitation Gizmodo site and falsely attributed to a real journalist. Rybar, a pro-Kremlin Telegram channel linked to a U.S.-sanctioned Russian industrial conglomerate, posted "America against data centers" content framing the buildout as a burden imposed on ordinary Americans.

Layer three: AI-generated content at scale

Anonymously operated Facebook groups with localized names, "Life in Oklahoma," "Only in Montana," run from Bangladesh, shared AI-generated anti-data-center imagery cross-posted to Threads and Instagram. TikTok accounts published near-identical AI-narrated "breaking news" videos following established financial-content-farm templates: dramatic thumbnails, clickbait headlines, machine voiceover, and high-frequency posting from low-identity accounts. Chinese-operated accounts used OpenAI's ChatGPT to create a comic strip made to look as if it had been published by a Maryland news outlet, blaming data centers for soaring electricity bills, which then circulated on X.

This layer is what changes the economics of the operation. What domestic actors seed and foreign-linked networks amplify, the AI slop machine scales, producing a volume of emotionally resonant, locally targeted content that is difficult to attribute, harder to counter, and arrives faster than communications teams can respond. A state-level political candidate posted an AI-generated Lego-style video attacking data centers, replicating aesthetic techniques Iran deployed during conflict messaging. Attribution now blurs at the level of form: foreign propaganda and domestic political messaging are converging on the same AI-native visual grammar, which makes provenance analysis, not content analysis, the discriminating signal.

Assessment and outlook

The three-layer structure, overt state media on top, covert fabrication beneath, AI slop filling every gap, creates volume that is difficult to attribute and counter rapidly. Five conditions converge on this issue: real grievance, local stakes, visual drama, AI-native virality, and electoral timing. Together they create conditions for material disruption to infrastructure projects and to the governance processes (permitting hearings, county votes, state campaigns) that decide them.

The playbook is repeatable. Any infrastructure sector with genuine local opposition, transmission lines, mining, semiconductor fabs, water projects, presents the same seams. Organizations with exposure to contested infrastructure should assume the local discourse around their projects is already a target surface.
